According to a report by Khaleej Times, flight bookings from several Indian cities to Dubai have resumed from July 15, 2021. Meanwhile, Abu Dhabi will reopen flights to Indian passengers from July 21, 2021.

As per Vistara airline website, the fare from Mumbai (BOM) to Dubai (DXB) starts at INR 17,602 and there are only a few tickets left on July 15 and 16. Whereas the flight fare from Delhi to Dubai is INR 13,816.
Indigo Airlines has also started booking on its official website. The fare from Mumbai to Dubai for connecting flights on July 15 ranges from INR 21,000 to Rs 29,000.
Kochi to Indigo flight ticket price can range up to INR 31,181. Some flights are also available for INR 23,959.
According to IndiGo's website, the flight fare from Hyderabad to Dubai ranges from INR 23,234 to Rs 28,727.
Last month, the Civil Aviation Authority of the United Arab Emirates issued a NOTAM (Notice to Airmen) in which it decided to suspend flight services to and from 14 countries, including India, till July 21, 2021.
In a Notice to Airmen (NOTAM) issued on June 24, 2021, the General Civil Aviation Authority of the UAE has scheduled flights from India, Liberia, Namibia, Sierra Leone, Democratic Republic of Congo, Uganda, Zambia, Vietnam, Pakistan, Bangladesh, Nepal, Sri Lanka, Nigeria and South Africa will remain suspended till July 21, 2021.
On 24 April, 2021, the UAE announced the suspension of all incoming flights from India following a rise in covid-19 cases. The travel ban which was initially for 10 days has been increasing continuously since then.
