On the other hand, all fully vaccinated travelers are required to carry a certificate for both doses.

Such rules are now becoming the norm as many people are getting fully vaccinated. However this does not mean that tourists can flout the covid-19 norms. The covid-19 guidelines are still relevant not only in Kerala, but across the world. Therefore it is necessary to maintain social distancing, sanitization and wearing of masks.
It should be remembered that Kerala continues to have a good number of daily infections, and it is not in your interest to violate the covid-19 rules.
On the other hand, the Kerala High Court has asked the Center to allow a second dose of coronavirus vaccination after 4 weeks of the first one. The Kerala HC has asked whether such an option should be available to those who wish to get vaccinated earlier. Currently, the prescribed interval between the first and second vaccination is 84 days.
